Abstract

 

 

Louis F. Rossiter, Ph.D., is Senior Research Fellow with the Thomas Jefferson Program in Public Policy at the College of William & Mary.  Dr. Rossiter is the former Secretary of Health and Human Resources for the Commonwealth of Virginia .  During his tenure as Secretary, he convened the Governor’s Conference on Human Genetics, the Family, and the Law (October 2001).  Dr. Rossiter is the author of 14 edited books, one sole-author book published in 2000 on Medicare reform, and over 50 journal publications on health economics and policy.

LOU ROSSITER is Director of Research, Center for Excellence in Aging and Geriatric Health and Director, Executive Fellowship Program for State Budget Officers, The Thomas Jefferson Program in Public Policy, The College of William & Mary, Williamsburg, VA. 

 

Rossiter is formerly the Secretary of Health and Human Resources for the Commonwealth of Virginia .  As Secretary, Rossiter managed 13 agencies, 17,000 employees, and a $5 billion budget to enhance the health and independence of all Virginians.

 While Secretary, he directed the implementation of Virginia's new private health insurance program for children and families; ensured significant further improvement in the state’s mental health system; created new policy initiatives in the emerging field of human genetics; and managed of the major information technology projects in the Secretariat.  Virginia was awarded a first place ranking by the Center for Digital Government for the social service category in the prestigious 2002 Digital State Survey.  The state was ranked 21st in the 2001 survey. 

 

Rossiter is formerly a professor and funded researcher at the Medical College of Virginia (MCV) Campus of Virginia Commonwealth University and its nationally ranked Department of Health Administration from 1982 to 2000.  He was the first director of the Williamson Institute for Health Studies on the MCV Campus.  He took a leave of absence from MCV from 1989-1992 to serve as Senior Policy Advisor to the Administrator of the Centers for Medicare & Medicaid Services (previously HCFA). 

 

Rossiter, 56, received his bachelor’s degree from Lenoir-Rhyne College , and his Ph.D. in economics from the University of North Carolina at Chapel Hill .  He completed a post-doctoral fellowship in the Washington, DC , area at what is now called the U.S. Agency for Healthcare Research and Quality.
